“Governor’s call for panhandling crackdown raises concerns”

Governor Michelle Lujan Grisham proposed a statewide crackdown on panhandling during her annual State of the State address last week because it poses a safety risk. Although such a ban has yet to be introduced in the 2024 legislative session underway, the ACLU has argued that previous attempts to regulate panhandling violate First Amendment rights.
