To address the state’s seemingly intractable problems with child welfare, New Mexico’s Attorney General favors legislation awaiting the governor’s signature that will create within his office a new civil rights division dedicated to safeguarding children, addressing dysfunction at the Children, Youth and Families Department and protecting children’s rights.
