The retirement at month’s end of New Mexico’s state engineer would offer Governor Michelle Lujan Grisham the opportunity to appoint a successor with expertise in alternative green infrastructure approaches to water managementif only state law didn’t require Mike Hamman’s replacement to be a licensed engineer.
