Last year’s U.S. Supreme Court ruling that stripped the EPA of authority to impose important Clean Water Act protections left more than 90 percent of New Mexico’s surface waters with no pollution safeguards. State legislators have passed with compensatory legislation, but it is up to Congress to restore and defend federal protections.
