“Vacuum” sewer breakdown, stop-gap fix, wasted money—rinse and repeat

The sludgy brown stuff pictured is a lot nicer than the real stuff that backed up in sewer pipes alongside west Riverside Drive recently.

A leadership vacuum at the top trickles down to the people having to pay repeatedly for emergency and then long-term repairs.
